In Germany, there is little controversy about Musk’s salute.
Musk’s family, on his mother’s side, were nazis. Musk himself is a supporter of a German political party with nazi ties, the AfD. Musk is a supporter of an American politician who has declared that parts of the constitution may be terminated, and that the military may be used to deal with his political enemies.
Musk’s salute, in this context, would have gotten him arrested in Germany.
The shame of the US is not that it has so many nazis and nazi supporters, but that it has controversy about them.
