PR is to facts what a weave is to fibres. It is context. It is associations. It is the crafting of narratives which explain the world, and therefore implicitly set its priorities. It is the making of associations between objects and feelings, thereby implicitly setting the value of objects. Laws with bad PR are unenforceable, whereas good PR requires no laws.
PR has created the civilization we know, for better or for worse: Laws come after a PR victory has been achieved.
The only way to fight PR is with PR. Silence is surrender.
